The deliberative platform includes components for: (1) online communication and participation, (2) data collection, and (3) evaluation of a range of selected data.

Three modules technically provide the database of the expert system and the operation of the non-public part of the application:
User Management, Document Management, Database.

Six modules implement user functionalities:

Deliberate platform user interface, Document management module, Publication module, Communication component for data collection, Data evaluation application, Application for secure data processing.
